My system:

Dell XPS 430
Intel Core 2 Quad 2.5 GHz
6 GB DDDR3 RAM
750 GB HD
DVD Drive
425W Power Supply
ATI Radeon HD 3650 256 MB

I have a spare Nvidia 8600 GT 512 MB and want to improve gaming capabilities.

1. Should I install the Nvidia 8600 GT 512 MB ?

2. What would be a better option considering the 425W PS ?

Budget: $150 - $250
Monitor: 24" HD 1920 X 1200

You'll only see a tiny improvement with the 8600 because it has more memory:

They're both in the same tier, about halfway down.

Silly question: Is this for gaming or improved video playback/image manipulation?

In that case you might want to consider something with a bit more poke, the 8600 is far from a capable gaming card.
Please give us: Budget and monitor resoloution.

I'm not sure if the GTX275 will run on your PSU but the ATI cards will-do n't worry about the 500W minimum requirements, that's just to cover the cr** supplies that are out there, Dell units are good.
