I've bought ATI Cards all of my life but the last two cards I've gotten have had a couple of problems. Both were very loud and ran very hot (95C-100C). After breaking down the one I discovered that the people who built the card used an extreme amount of thermal paste which created a thermal insulation. This caused the cards to run hot and forced the fan to run at a perpetual high speed (ie loud noise). After I cleaned, reapplied silver thermal paster, and put the card back together the temperatures dropped to 40C. It also allowed the cards to run silent even on full load. If you have a hot running card then more than likely this isn't the norm. If you need instructions on how to clean and reapply then I'll post them later.
