Ruined Computer

So I got in a situation where i had to restart the computer to unistall a program. After that the computer would not restart so I powered it down. When I turned it back on in a startup screen it gave me the recommended option to repair startup i believe. Then it could not fix the programs and gave me one option. I had to reset my computer to factory settings. Now in doing so naturally i lost all my files. But somehow my external stirage device was wiped clean as well. I need to know if i can restore my external hd files. Also my norton 360 was deleted and i do not want to rebuy it. Can it be reinstalled to my computer without repurchase?

You should be able to reinstall Norton as long as you have the serial/product key. Regarding recovering your external HDD files, try this app (Recuva):
