Help with new cpu

I just replaced a core2duo 1.8 GHz with a new core2duo 2.8 GHz. After installing the new cpu nothing has power; no lights on keyboard, mouse, or monitor. The case lights still come on and the case fans still work but nothing else. I put the old cpu back in and everything is back to normal working fine. Is this a power supply issue? My power supply is 430 W. Any help is much appreciated, thank you.

Abit IP-95 motherboard
430 W power supply
geforce 7900 PCI-e X 16
4 Gigs RAM
120 GB HDD
CD drive

No, it shouldn't be a psu issue.

You did not give the specific model numbers of the core2duos. It's more likely your new cpu is not recognized/supported by your mobo. It may be you need a new BIOS (if one is available), or it may be that your mobo just won't support it.

So please give the specific model numbers.
