Alright, when I goto the PNY site and click 'Register' at the top right, it takes me to a page to fill out information and the serial number for the card. I did all that and clicked continue, then it says in red letters that the record already exists.

Does this mean someone already registered the card? Because the box and everything inside looks brand new, new plastic over the box, etc...
I got it from Best Buy.

Return it to Best Buy even if past return period.
They should replace it.
A colleague of mine bought XP from Best Buy and it turned out to be already activated by someone else in the store. It got replaced.

If it is registered to someone else, you couldn't get warranty services in most cases.
