my core 2 duo is running at 98 degrees c. (208 degrees f.) what can i do to cool it down it has only been running about 1 hr. my computer is a hp pavilion dv900 entertainment pc notebook.
Is that under normal use or heavy benchmarking? You can try lowering the core voltage, you can usually (not always) do this from the bios, but I suggest contacting HP and asking them if you can RMA it.

My VAIO also has a Core 2 Duo and occasionally gets up into the mid 80's Laptop CPU's dont have luxury of plenty if empty space for air circulation like a normal PC does.
just an after thought - where do you use your notebook ? there are several vents and grills on modern laptops - including the underside. If you use it on your lap (ermmm thats why they are called laptops) then you may be unknowingly restricting air flow
