You posted your question twice, so I'm answering it twice...
You can either have a bad modem, or a bad systemboard. Either way, it's
cheap to find a solution. The easier way is to get another PCMCIA modem -
pick one up on eBay or something, just make sure that the manufacturer of
the modem can provide drivers for Win95 (on their site), since the newer
modems most likely won't support 95. It'll probably cost ya $10 with
shipping... If both modems have the same problem, it's time to upgrade
your computer to something faster (take the same route as the modem, you
can probably get a substantially improved system over the AST for less
than $100 thru auctions).
