Quick question is there a way to make my constant CPU speed 4.5 because right now i have it set to 4.5 but when its not in use it goes down to 1.6. Also im priming it now and my cpu test is 63C is that good?

And if you're getting a peak temp of 63ºC when running Prime95, then yes that's good.

Temp is good. It will only throttle up when the demand needs too. It's design that way to save energy.

Yes 63 C is great. My i7 2600K hits 71 C @ 4.5 ghz. Anything under 75 C for stress testing those is acceptable

As for the idle at 1.6 ghz, that's due to power saving features and is completely normal. It makes no sense for it to be running at 4.5 ghz when idle anyways. Doing nothing at 20 ghz wouldn't be much different either lol
