Computer shuts down

When I turn on the computer it loads then before it is done it shuts down. I tried safe mode will not work I tried last good start and I get an error v arrow pointing up and down dimond. says to put windows cd in and hit "r" on first page. but I can't get the cd to run shuts down.

Is the CPU fan working properly? If you go into the BIOS, is the CPU temperature normal?
