DDR3 with a Cas Latency of 4 or 1?

I've got 4GB of DDR3 1866Mhz CL 9-9-9-24 RAM. Since I only have a mild overclock, I've lowered the RAM to 1400Mhz. I tightened the timings to 6-6-6-18. At these timings, it passed all stability tests. The next day I checked CPU-Z, and it reported the timings as 4.0-6-6-18. Later that day it reported 1.0-6-6-18. I figured that this must mean that I lowered the timings too much. But at 7-7-7-20, it also changed to 4.0-7-7-20 after a day and then to 1.0-7-7-20.

I know the RAM isn't working at a cas latency of 4 or even 1. Does anyone know why this would happen? I've confirmed these strange timings with PC Wizard. Is this a problem with my RAM?

A lot of people have read this, but nobody has responded. The RAM has past Memtest+ v. 1.70. Should I assume it's a problem with the monitoring programs and ignore it?

I would say CPU-z is reading it incorrectly.
