There's only a roughly $15 dollar difference between 4gb of 1600 and 4gb of 2000, but will the i5 even notice the difference?

Depends on the timings and even then there wont be that much of a difference. Get the set that has the lowest timings and you will be fine....

Ok, so for the 1600s if the three sets say 9-9-9-24, 8-8-8-24, and 7-7-7-24 - the CAS 7 set will be the best?

All 4 sets are superb, but the timings on that specific set are perfect.... Blazing fast speed and you will be able to go even higher once overclocked....

I've assembled three i5's in the workshop and have tested 1333 9-9-9-24 and 1600 8-8-8-24 memory clocking the i5 from 133 to 210MHz. I'm not seeing any noticable difference in the 3DMark06 and PCMark05 results based on memory speed or timings.

No doubt the memory only benchmarks will show an increase, but how much of this translates back to your applications is unknown (until you run the tests).

Maybe the 7-7-7-24 will give you some performance benefit in and of themselves, but more likely it will help provide a higher stable overclockl, rather than a better preformance result at a lesser overclock.

There's no performance downside in buying the quicker, only possible upside, and just a bit more money.

Memory is always the last place to look for performance benefits, but one of the first places to look for stability in an overclocked system (after cpu).

I would also recommend the Mushkin RAM, they have super quick timings for 1600 mhz RAM when it comes to their XP line (the black ones).
