Cpu cooler

Hi ,
my system specs:
Mobo :MSI 890 Gxm-g65
Cpu :1055T
Ram : corsair 1333mhz 2gb x1
PSU : Corsair VX550
Cabinet : Cooler master Elite 430

My question is... will I be able to Mount a Cooler Master 212 plus CPU cooler ?
If yes then will I be able to Overclock my CPU to 4Ghz or above ? coz now I'm running it at 3.36 GHz stable on stock cooler...
If no then please suggest me some Good CPU cooler below 50 $ that would do the Job and would easily fit into my Cabinet...

get Spire thermax Eclipse or Tuniqtower 120 this best 5 for AMD CPU .. i use Spire thermax eclipse still cold at 4Ghz ... 49 - 52C.
and stock cooler i get 3.5 Ghz with disabled smrt Fan .... that very very Noise and temperaturee 58C
