There is no owner's manual, because it is a custom built machine.
I identified p/n and mfg of the card and called the card manufacturer. The card is out of production, so no replacement parts are available from them. Their suggestion was possible aftermarket fan vendors, but I have not been able to identify a replacement part there. Although your answer was the only one that appeared, it did not help.
