Serious Fan issues

Alright, here's the deal. I have a 220mm case fan on the door of my Dragon Rider full tower, It's stock, I've been unable to get to running for a couple weeks now. So I decided to order a new fan and I assumed it was DOA so thats what I had filed it under. However, I received my new fan today, not working. the fan is connected to my psu, some people were saying that its just a dead cable, well, my LED's light up on the fan when I flip the switch, but my fan simply refuses to spin! I've tried mostly everything. If anyone has an suggestions please let me know, I'm dying to get this 220mm fan running and can't seem to.

It could still be the cable. An LED takes very little voltage to light. Can you hook the fan to another dongle? Can you plug it in to the motherboard?
I'd be surprised if you had two fans DOA.
