I have an ATI Radeon HD 3200 video card with a VGA slot and a DVI slot. The VGA slots work fine, but if I try to connect a second monitor or even the primary monitor through the DVI slot using a DVI-D to VGA adapter, nothing works. The monitor is not receiving a signal from the video card.

Is the DVI slot disabled somehow?

Is the DVI-VGA adapter causing the problem?

It's most likely a dvi-d and can't do analog. dvi-d is digital only.

My monitor is a HP w2338h, which has a VGA cable coming out the back and a HDMI slot. So, if I bought a DVI-D to HDMI adapter and ran that to the monitor, it should work?

After new instalection XP first install VGA.
Correct driver ATI Radeon HD 3200 for XP:
