I would advise that you don't open it (the physical cover around it). Accessing it, however, is different. First, is it plugged in (both to the wall outlet and to the USB port)? Second, is the drive formatted? If it is formatted, plugged in, and you still can't access it, then I don't know what else could be done. Is Windows detecting the drive? Open Windows Explorer and look for it on the left (click the "folders" button so you can see the tree on the left). If you see it, right-click on it and choose "properties". If everything looks normal, then you should be able to access it.

Right click MyComputer, Manage, disk management, and make sure the device is present, and has a Drive letter assigned to it.

If everything looks normal, then file attributes may have been changed to hidden, for example.
