hahahahaha! Can I use that? I get tech questions fired at me all the time at work. The 'bla bla bla" sounds like the penultimate explanation. Problem solved.

Allow Wallpaper/Background Changes - Disable

 

You want the Disable one. That will fix ya good, There is also the first one that lets you undo it.

Testing......

 

Well it works, but not quite what you want.

 

You can still change the wallpaper with a web browser or other 3rd part apps. That just disables windows built in ability to change it.

 

Its a start, but it may be very hard(if it can be done fully at all) to fully disable it.
