It's going to be very hard to build something that includes a monitor for that price. Pretty much impossible. So, I'll leave the monitor out.

The site doesn't link well, so I'm jjust going to list the parts I found on Vemil.

CPU: Intel E5200 -541
CPU cooler: Arctic Freezer 7 Pro -170
You will want to overclock this CPU, so I provide you with an OK cooler.

Motherboard: Gigabyte EP43-S3L, s775, iP43, DDR II, SATA II, GLAN -560
Good overclocking board, not too fancy, but you van upgrade the CPU on this for a bit.

RAM: DDR2 4GB (2x2GB kit) PC6400 (800MHz) OCZ, gold XTC, Vista Performance, DC kit -440
HDD: Seagate ST3320613AS, 320 GB 16MB, S-ATA300, NCQ3, 7200.11 -356
Optical drive: DVD+RW/-RW/RAM NEC AD-5200S, 20x, SATA, bulk, black -161

Case: Gigabyte mid tower GZ-X2BPD-100, bez PS, crno, USB, Fire wire, 2×120mm fan, airduct -333
Maybe not as small as you wanted, but it has good cooling and enough room.

PSU: OCZ power supply StealthXStream 500W -453
The only decent PSU they had

GPU: XFX Radeon HD4830, 512MB DDR3 -700
Pretty good card for your budget.

That comes to a little over 3700.

I upgraded the components for +~1400kn is there anything i can put better from www.vemil.hr ? And what is the best 19"-22" monitor i can get here - http://www.vemil.hr/Cjenik.aspx#Gr [...] i&c=000000

The computer will be mostly used for program working and for the children for some games, so i put the same disk only with 32 mb cash, and quad procesors

Interesting choices. You realize you are only getting 2GB of memory?
I still think you should overclock the CPU a bit. It's not like it used to be. A decent cooler and a decent case and you can gain a significant performance increase at very low risk. The only reason Intel doesn't clock those CPUs higher is they can't control your level of knowledge or equipment ;)

It's a shame AMD is so expensive there. I have nothing to add to the build, it's good. Going DDR3 can be a wise choice for future upgrading.
