If I plan to take this chip to low-mid 4ghz range, is the cooler master hyper 212 + sufficient? If not, what would be a good alternative without going overboard (on a budget).

ubiquitous after-market cooling better than stock cooler, though used by default or overclocked

That's more than sufficient for 4ghz.

I'm running a stable 4.8 ghz with that cooler on an ASUS P8P67 PRO and Intel 2500k. Works great. Temps average in the low 30's C running normally and in the 60's under heavy load like Prime95.

The Intel HSF runs warm even at stock speeds. The 4-4.5 ghz overclocks were done with the Intel tower HSF, not the normal piece of junk they include
