Best Dual Fans to pair with Zalman CNPS10X Performa

I've seen numerous reviews that place the cooling on this thing about 2-4 degrees less than a Noctua D-14 for about half the price and half the size. The only bad thing i've heard is that the stock fan is a little noisy and not that efficient. However, my case (Azza Solano 1000) can't squeeze in a fan larger than this one with the side case fan in so it's my best bet and it's on sale at NCIX for 36$.

What are the best pair of fans for <10$ each to pair with this cooler. Would something like this be okay:

That's a crappy fan imo,i have one and it's the loudest fan in the rig.
Nowhere near 19db.
