i just got a new case and PSU the case and PSU have a bunch of fans and lights... i just want to test them out... and check to make sure the PSU turns on... should i wait till i get the MOBO HD and RAM.. or can i turn it on for 20 seconds to test it???????

I would wait; be sure to test your board out of the case on a non conductive surface; you'll want to mount the cpu/heatsink and memory out of the case anyway. Don't rush it, and use the time to review some of the points in the board manual. It will save you alot of grief later.

oh ok... first build... kinda excited.!!!!! i have HD, dvd/cd drive, PSU, and Case.. waiting on MOBO, CPU, and RAM...
