Puter stuck on install

Hello,
I was loading sims city 4 deluxe, inserted disc 2, started installing it. saw tutorial page, then screen went black with big cursor. i tried restarting. but it comes on black . like its stuck. i took out the disc, tried rebooting computer still no desktop, no homepage, not even a command screen. what the hell!
