Im building a HTPC for .mkv/blu ray playback+streaming videos. Must be played smoothly but not unnecessary.
-No gaming/video recording.
-Using Antec 380EA.

Best CPU/Mobo for price/performance/power?
4850e+780g
5050e+780g
Athlon II X2 250 Regor 3.0GHz+780g/790gx
E5200+P35/45
E7200+P35/45

All three of the AMD builds would do the job. You would need a video card with the Intel builds, but a G45 board would work... but then that's overpriced.

So, I would go with the lower wattage 5050e and 780G board.

+1 for the 5050e + 780G...
The 5050e is 45W TDP CPU, which implies it would consume less power...

+1 for the AMD builds, Just get a quiet aftermarket cooler (the newer AMD ones whine).

+1 more for the 5050e build. That's what I'm running in my HTPC at the moment. If you plan on using onboard video, make sure it's decent. My 6-series onboard nvidia video was having trouble displaying HD video smoothly on my 42" LCD.

I'd get decent motherboard with all the audio ports with more than just analog jacks plus a low end silent discrete graphics card with HMDI. Slightly more power consumption but a lot better performance.
