2nd SATA drive shows in Divice Manager but not on Windlow Disk Management

I installed a second SATA drive in the trays in front of Gateway computer and both SATA drives show on device manager but only the 1 st SATA drive shows in Windows drive manager. The 1st was installed several months ago and works ok. The second was installed today and after several reboots, the drive shows in the device manager but not as a usable drive with a new drive letter.
