Keyboard mapping?

my keyboard is typing the english pound symbol for the number 3, typing quotations for the number 2, all this when the shift key is pressed and you can find the matching to theese on the lower right keys how do I fix this

I went in and change from uk to us and hit apply but nothing worked now I can hit the @ and it works but the # $ only works onn here no where else like if I am trying to FB or write a word document

did you understand any of this? do I need to somehow change to us in word and facebook?
