That is the worst advice I've seen on these forums in a while. At least try to debug the card for the guy, could be a million things besides a bad card....
First thing when changing brands is to absolutely ensure all the old drivers are gone before you try to install the new ones. Run teh uninstaller in safe mode, get a driver sweeping utility, etc. Then install the latest ati drivers.
If that doesn't help some things to ensure:
-The cards sometimes get stuck in 2d clocks, this is usually a driver issue though can indicate a bad card
-Ensure the card is seated properly in the primary PCIe slot and that anything in the bios that may allow you to change the speed of the slot is set to x16
-Make sure all power leads are correctly plugged in, insufficient power can cause a lot of bugs.
-Make sure you have not underclocked the card in the driver
-10fps on those settings in far cry does sound rather low, but ensure you are comparing equal things. It is not uncommon for people to assume too much from a card as most reviews are done with a highly overclocked cpu.
