Neither of those PSUs is 80+ certified, although the Antec was recently reviewed favorably at hardwaresecrets.com. Either will be enough, and I'd also choose the Antec, or stretch the budget a little for an 80+ bronze certified Antec Truepower New.
Is it possible to unlock the fourth core in that? I remember reading somewhere that up to this point people haven't figured it out, but that might have been an old article and I can't remember for the life of me where I found it. I'm not saying it's not possible, I just don't know.
There seem to be no independent, qualified reviews for the Antec "Continuous Power". In fact, this psu seems to be a rebadged "Basiq". If so, that line is adequate but, unlike "Eartwatts" and other series, is not one I would call anything but "OK".

Hey man, with current modern GPUs and other components you can choose PSU at 600-700W and you'll be covered.
As for the brand I trust Enermax and Seasonic, other brands would be good but I only had experience on those 2. Review first the comments on the PSU you are about to buy if it has a good performance.
