Yeah the TEC looks to be about 5C better under overclocked load, and that's decent. Cheaper than water. As long as it works I hope it has a good warranty.
3x2GB uses less power and tends to cost a bit less, it also gives you the option of upgrading to 12GB in the future without needing to throw out 3GB of ram

Where? I haven't seen anything to that effect. From what I have seen, the V10 is barely better than the $40-$50 coolers and weighs twice as much, putting much more strain on the MB and increasing the chance of damage if you move the computer around.

the computer will stay in 1 spot for most of the time if i move it i will turn it off and remove it but i want to know if i remove it will i need to replace the thermal compound and the case i have i can remove it and dont have to take the mother board out
I would go with your first build over your second build & take into account everyone's comments. We are trying to help improve upon your build.
Example: WD 640 instead of the WD 300 VRaptor. The 640 cost roughly $75 vs $225 for the VRaptor for close to the same performance. The group is trying to get you the best / better performance for equal or less money.
Example: 850TX vs 1000HX. You would be better suited with the 850TX, instead of spending more on a PSU wattage you don't require.
Give these some thoughts... . You are way ahead of where I was at 15 but of course my super computer was a Commodor64 at that age
the 850hx is super solid if you want a modular PSU, however its also significantly more expensive and the 750tx will be more than strong enough even if you decide to crossfire in the future
What OS will you be using? Try windows-7. You will have to buy and clean reinstall the official version by next summer. Or, look for an academic price on vista home premium-64 bit.
Corsair or PC P&C 750w unit should be sufficient. If you want more, look at PC P&C silencer910. It is a bit stronger and cheaper with silver efficiency rating:

if you will only go to 3.2ghz or so then the V10 is a terrible waste of your money. Go for the Xigmatek S1283V DK or Scythe Mugen 2, they will allow an OC up to 3.6-3.8ghz pretty comfortably, and cost 1/4th the price of the V10.

While it seems to do well, its more expensive than other coolers that perform similarly, like the two that I mentioned above. Its your money, and if you feel like wasting it then that is your perrogative. But there is no reason to buy an expensive cooler like that if you are only going to OC to 3.2ghz. The coolers that I listed cost half as much and will perform very close, only at high overclocks 3.8ghz+ would you begin to see a difference in temperatures.
I will let others point out the other flaws in your build, I am done with this thread. I do not help people who act like they are doing me favors by providing threads for me to offer my advice on.
