I only want LED fans because I want my case all red. But thinking on it now I will be turning the voltage down so they wont be as bright.

You could go that route, or get cold cathodes...either would work well. It's mainly preference, so you shouldn't worry too much. Most average/decent fans that are 1200-2000rpms should do well for the XSPC rads as they are low FPI.
These are the ones that I have in my case. The red colour is nice. I got the high RPM fans since I've got a rheostat and can turn them down when I want quiet, or up when I want performance.
