I have hooked up a DVI to HDMI cable out of my old ass Radeon x1650 vid card to my TV. I know DVI doesn't do sound and I was wondering what would be the cheapest workaround to get sound from my PC to TV? I would prefer not to have to purchase any new vid or sound cards at this time. My sound card does have an optical audio out on it.

Any thoughts?

I don't think your card supports HDMI.

HDMI carries sound. You may have to connect the S/PDIF port on the x1650 (if available) to the motherboard/sound card to get sound.
Alternately you can look at the sound driver's options. From there enable the audio via HDMI.

You have the S-Video and composite options, if your card does not support HDMI.

I have the same problem. I have the HIS Radeon X1650. I am using a AVI DVI/HDMI video/sound adaptor to connect to the HDMI input on my TV. I don't see the 'solution' for my problem. Can you amplify on your answer please.
