Is the Liquid corsair better than having a good air cooler or what?

Is the Corsair CWCH60 Hydro Series H60 High Performance Liquid CPU Cooler - Socket LGA775, LGA1155, LGA1156, LGA1366, Core i5, Core i7 the better way to go, or for example the Noctua d-14 air cooler the better way to go. And where does the liquid cpu cooler mount. On the inside of the case. Do I need a special case for the liquid cpu cooler.

Now, to answer your question...LCS coolers compare in performance to good air coolers, but usually cost more.
