I have had a system built for me for some time, before I noticed it only runs at 1.19 Ghz the cpu is an AMD PR2600+ using PC3200 400 mhz ram and I was expecting to get about 2.3 Ghz what has happend

It may have a power save feature that, when not under load, reduces the speed to reduce power consumption.

A quick google search shows that the chip actually comes in multiple configurations. 1.9ghz, and 2.08ghz. Download and run CPUID, a program that will tell you exactly what you processor is set up for.

Thanks for that, I ran CPUID and a the speed came out at 1.15 ghz I'm confussed and don't no where to turn as far as I can make out I've been sold short by the supplier. Its an Nvidia motherboard or something like that a fairly good one I was told.

Run a CPU intensive task, like Prime95, or even compressing/decompressing files, and monitor CPUID as it is running. This may show that under load, it is running its full specs.

I have now run Prime95 successfully and run cpuid at the same time as well as confirming with task manager that the cpu was running 100%. I still get 1.152 Ghz returned as the speed again confirming my suspicions. I also did some checking of my own and I agree that my cpu should run at 1.91 Ghz.
The motherboard is NF24-ALH which should be fine. Could the FSB speed have any bearing on things.

Check your CPU's rated FSB and check that your's is running at the correct speeds. If it is slowe, manually set it in the BIOS
