Hal.dll missing &Computer Shuts Down While Installing Win XP

I bought Toshiba M115-S3094 from Ebay. When I turned the power on, I got the following error message:

"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file"

Unfortunately, When I try to install windows xp2, my laptop just shuts down just after copying or loading "Kernel Debugger DDL files from windows cd to harddrive. It shuts down and screen turns off. I tried so many things like taking off one of the rams and replacing hard drive. Hope you can show me or direct me on how to fix this.

Try restoring the file from CD.
