I am looking at purchasing this processor. What should I expect for overclocking on air and on water? I have a XFX 780i motherboard and 8GB of Crucial Ballistix memory.

I'd say 3.4-3.8 on good air. I've had 3.57 with a TRUE, I think it would defintely go higher but my 780i chipset is holding it back...

Is it even worth it to cool the north and south bridge chipsets more on the 780i? For example will I get better overclocks with a liquid solution on the chipset?

I have a 60mm fan tied to my N/B, but it didn't affect the best overclock. The chipset just topped out at about 415Mhz no matter what. I found I needed to put huge voltages through the NB to get higher much than 410Mhz, so I just backed it off to 400Mhz (3.4Ghz) and left it there for stability's sake! It is a well documented limitation of the Nvidia chipsets that they can't clock as high with 45nm quads - I know that my particular chipset can go higher because I used to run 475Mhz with my old dual core.
However I have an Asus P5N-T Deluxe, which is a lower end 780i board, and you may have better results with your XFX board - I have seen people on the net getting 3.8Ghz with a Q9550 and Evga/XFX 780i boards so I guess it just depends on your board and the chip you get. Good luck with it!

Thanks for your advice. I am currently running an E6750 at 450mhz (3.6ghz), but this is a 65nm part. It also has G0 stepping. I don't know much about stepping, but G0 must be good because this E6750 overclocks like a champ. Stock voltages and it is at 3.6ghz on air (with an Arctic Freezer 7 Pro).
