Fan is spinning but is motherboard dead

I am trying to determine if my motherboard in my Dell Inspirion 1721 is dead. I can hear the fan spinning but the laptop will not boot.

Can the motherboard be gone if the fan is still spinning. I removed the RAM sticks and the were no system beeps.

Disconnect the mains power and Remove the battery from the laptop.

Hold down the power button for 30 seconds.

Now only connect the main power, leaving out the battery aside.

Do you get any display, beebs?
