I'm trying to install a cd drive/cd burner. i have the top of the computer off of it where i can see everything. Ive been messing with it a bit, working out different things to see if i could get it to work with no success.

when i unhook the cd-drive, it works fine when its on and i hook the drive up, its fine but it doesn't recognize the cd-drive. the power is there the drive opens and shuts but it isn't recognized and when i try to restart the computer, it says no operating system . i unhook the drive and windows shows up perfect, Ive tried downloading LTR-48246S software, that's not even working for Me

Try changing the boot order in your BIOS. Perhaps your computer assumes that it has to boot from your cd-burner. The no operating system message appears because there's nothing to boot from.
