On my Win XP Pro system I see an Event Log entry that points to
TelnetServer, the entry reads:

WSAGetLastError() returned error: An address incompatible with the
requested protocol was used.

How do fix this problem?

To tell you the truth - you shouldn't even have the Telnet Server
service running - it is a huge security risk.
