NTFS FORMAT OF 16GB FLASH DRIVE

Hello,
Got a 16gb flash drive. cannot format it to ntfs despite going thru Mycomputer, rt click on drives and choosing optimize for performance. Goes thru foramtting and at the end get a message "windows cannot format" XP professional. Tried in different computers. Please help.

Why do you need to format to NTFS? It should come formatted to FAT or FAT32, which will allow you to address the entire capacity of the drive.

I did not post question but i have same problem. Ntfs is necessary for encryption, which can be critical for a flash drive you carry around.
