For running Puppy Linux in ram, does AMD's on-chip mem. controler offer better performance than Intel's North-South bridges, all else being equal?

Unlikely. It might make a difference, but for most apps, it shouldn't be too noticeable.

For Puppy Linux itself, you won't notice any real difference, but whatever programs you are running can only benefit from it.
