Hallo,

I've got a Q8400 and according to CPU-Z, it doesn't run at full speed.

Is that a problem, or just normal, if not, how do I get that fixed???

That's Enhanced Intel Speedstep in action. It cuts speed and voltage when load is low to save power, and restores it to normal operating parameters when load increases.

I don't have too much experience in Intel processor, but like I see, the Vcore is a little low, and the multiplier too.
