Achieving Maximum Airflow

I have the Antec 900 case with the 200mm and 120mm exhaust fan along with 2 more 120mm intake fans. I have an AMD 7750 running at 2.7ghz stock. My problem is that the processor stays around 45-50c idle and almost 65c under load; the only thing I can attribute this to is the stock AMD HSF is horrible and I should get an aftermarket HSF. As an enthusiast I know those temps are nowhere near where I want them to be so my question is how may I achieve max airflow without having to spend a lot of money?

check the cpu heatsink is seated properly , and that you havent used too little or too much thermal compound

but then again they dont look abnormal . 65 C is fine , but idle looks a bit hot

Could be a foreign particle between the CPU and heatsink.

A good replacement doesn't need to cost a lot. Many of the better ones are quite inexpensive, and this one ships with thermal paste:
