Gateway All in One PC Electrical Issue?

Hello,
My neighbor old pc died and he bought a Gateway ZX6971-UB31P All in One PC and when he turns it on, his house lights flicker slightly. Didn't happen with the old PC. It appears to be drawing more current, so is this normal? How does he eliminate this issue?

maybe it has something to do with the voltage? try switching between 115V/230V if you can
