Stressed on which CPU cooler for my next build

Im looking for a CPU cooler for awhile. I want a CPU cooler that will put the the 2500k at LOW TEMPS (Below 42 C) at 4.5 GHz and cheap. My budget is about under 50 dollars. It must fit the Elite 430 CM too. So someone help me find one?

I know, you might say Hyper 212 Plus. But Im not suer if it can fit the 430 and can stay at low tempatures at 4.5 GHz.
