well the problem is that it wont turn on the moniter so i can see the bios splash sceen? so i can insall windows on it and evry thing is hooked up on it properly i went over it and over it 6 to 7 times to make shure any help would be apreciated a whole lot and thank you in advance.

Do you have onboard video?
You have to disable onboard in order to use a video card.
Not sure I understand the problem fully.
