My computer is 2.60 GHz and I’m reading stuff like that my computer must be 3.0 GHz to record 720p HD and can I over clock my CPU speed?

If you can overclock then I would suggest it but on the flip side your computer will record 720p and 1080p and most likely not even be working more than 1 core. Recording HD is more how fast your drives can store the incoming data not the processor speed....
