Low Performance by both ATI and NVIDIA cards (help please)

Hi,

I recently upgraded my Graphic card from EVGA 8800GTS 320mb to MSI ATI Radeon HD 4890 OC (880/999 factory OC ver.) and had an issue about having a low score on 3DMark06 with the 4890.
I was getting around 11k-12k (when others get around 14-15k).

So I thought it was the new card that was having the problem, so I uninstalled 4890 and went back to 8800gts to see how it would perform, and apparently, its 3DMark06 score was 8880gts..... (when others get around 11-12k).

Therefore I thought that it would be the other hardwares that would be causing these low benchmark scores.
-When testing with 4890 or 8800gts, the drivers were up to date.
-When I ran HardwareOC Crysis Benchmark 1.5 on either cards (1920x1080, Very High, No AA), 4890 got avg of 32fps, and 8800gts got 16fps...

My system:
CPU: Intel Core 2 Quad Q6600 @ 2400MHz (stock)
Mobo: Gigabyte P35C-DS3R v. 1.1
Memory: Corsair CM2X1024-6400C4 DDR2 Dual Channel 4gb (400mhz, 5/5/5/18)
PSU: OCZ GameXtream 600W

+My Questions+
-Are my crysis benchmarks lower than typical?
-What could be causing the lower scores on 3DMark06 (as both ATI and NVIDIA cards show low scores)? or crysis?

It should be? Based on what exactly? Seems entirely optimal to me, I doubt he could push much more with that setup..
