Which PCI Graphics Card To Buy Less Than $100?

I need to purchase a PCI graphics card (not PCI express) for less than $100. I realize that it is very not cost effective to buy a PCI card because they are so much more expensive for a card that isn't as good as PCI Express, but it is my only option. My client cannot afford a new computer at the moment, or a new motherboard (it's a dell, it would be a pain to try to replace the motherboard with something decent anyway).

Basically it needs to run Counter Strike, preferably even newer games than that, but I understand that can be difficult for a PCI card less than $100.

What do you think? Geforce 6200? Radeon HD2400? Geforce 8400GS? Geforce 9400GT? Geforce FX5200? Radeon 9250?

I do not know much about these older cards, especially with PCI.

Thoughts on value and performance would be greatly appreciated.

well, why does your client need/want a graphics card
games, extra monitor, or their old one died and have to have a replacement

replacing your mother board is harder then you think since Dell uses BTX motherboards, not the ATX format just about everyone else uses.

Here is a hierarchy list of graphic cards, looks like the 9400GT is the winner but don't hold your breathe on it running any new games on even the lowest settings. It's not a modern gaming card by any stretch of the imagination. It should be able to handle any game pre-2006 including Valve games like counter strike that are less GPU demanding then most.
