Heres the thing. All of the CPUs dies are FABed here in the US (Chandler, Oregon, Colorado). They are then shipped off to various countries that they have plants to assemble them.
Honestly I have not seen a specific batch and most 2500Ks hit 4.8GHz on really good air cooling pretty consitently.
I don't see why not. Right on the box it says they are made in Costa Rica, The Philipines, Malaysia, China and the US. There haven't been any recalls that I have heard about on I5's made in Costa Rica.
