My boss wants users to use the unique file names and he does not want to rewrite the file with the same file name. but he can read, write and modify the contents of the file.

Your boss is GOOFY ! You would have to write a macro for every application and menu that has the save function, to eliminate "Save", and force "save as" to be used, and check that the same file name is not used.
