How to prevent a limited windows xp user account from reformating hard drive

I have a user on my windows xp pc who has a limited account, and also limited knowledge, who could possibly do a thing such as this if it were possible.

A limited user account cannot format a hard drive, or defrag a drive or run disk cleanup.
